That is a pretty unusual scenario but not unheard of either. Clearly the Counsel is covering itself at the taxpayers expense. Mark Denny, the new guy, has been around for years. He was a staffer for Curt Pringle, former Anaheim and state legislature seat holder.

There a city managers that work their way up through the ranks and actually understand the innerworkings, then there are others.

I can't really be upset at the city manager...jealous maybe. Unless he's withholding info, or covering up for something risking lives or such. It looks like he was offered a ton of money to hit the road. It probably bumped his retirement quite a bit...and tax payers will take that hit for some time.
Now that it's out, be interested in what the city says, and what the truth is.

The article says he resigned to retire which would have resulted in no additional compensation. I believe extortion is a better term for his payouts and pension padding..but that’s just me..also says he had a 1 year severance if he was fired, but that does not seem to be the case according to the article.

Extortion, bribery...Oh wait, it's politics.
I If he was "Extorting" the council and mayor, I would assume they would go to their employee, the police chief. Sadly, it may be that they are as guilty as the controller was, or maybe more so. I think that's why no one is available for comment. They will all lawyer up, and then we'll here some different sides to the story. The truth will be hard to find though.
"Resigned to retire", and then receiving pay for the entire following year...so he could make his 30yr mark...makes it really sound different then a standard severance package. Still had time left on his contract as well.
