Bandwidth is calculated differently depending on many factors.
At the most basic, you have how much at one time or how much total.

We are on a how much at one time plan.

Also, total bandwidth isn't an indication of visitor traffic. If a site is full of really large pictures, bandwidth will go up while the number of visitors stay the same or goes down.

What advertisers care about (in my limited experience) is Total Unique Visitors per month, how long each stays on the site per visit, and how many pages they visit each time.

So can you just throttle down how much or many can download big stuff so they can't do it all at once and cause the spikes(If I read that correctly)
