I believe the paperwork needs to be signed at the Emerald Cove resort, and the contract I have states their fee is 15% of the original price. Dues subject to rate increase of 10% of the original upon transfer. The membership allows for two transfers. This sale will be the first transfer should you ever want to sell it in the future.
