Appears that you could get Hondas that are not CA compliant.

My dad somehow managed to buy a gas generator, but he had to go all the way to Long Beach to find it in stock.

He has a natgas genset but then SoCal Gas helpfully turned the gas off. So he was screwed.

I don't know what he bought. He should have gotten a dual or trifuel one and used a propane tank if he'd asked me.

I have a portable gas genset myself for that exact reason. Whole house is nice until then gas is turned off. And no I can't put a propane tank on my property.

For your dad's, they make conversion kits to make it a dual fuel. I think you lose some wattage, but they're fairly inexpensive.

Portable gensets that are dual fuel or trifuel are rated by their gasoline wattage capacity. You need to read the fine print for the alternate fuel (propane or natgas) and both of those are lower than gasoline. One of the alternates is lower than the other, so you get two or three different ratings to deal with.

Honestly I over bought mine, for what I run with it, I could take a 25% power cut by running an alternative fuel and still be fine. Mine is an 8k running and 10k starting.

I looked and the Kohler engine I have in this Coleman genset doesn't seem to have a conversion kit, but ill do some more research.
