Bimini pole locking spacer help

I saw this on a friends boat and he said it was there when he bought it. It is a bimini pole spacer?? I am unable to find them, anyone know who makes these? There are no markings on it...

There are a few threads that ask the same. I do believe the one who was making these is a board member here, and that he had a few left however was no longer manufacturing them.
Not sure how you’d search that however.
