back yard trail camera help...

I put a trail cam up last summer on my back fence as my wife was seeing posts for bears and bobcats on Next Door.com. Sure as shit, there was bobcat right behind our fence in September. I havent touched the trail cam until tonight. I went through the photo's and videos and found photos of what looks like a raptor with leg irons / identifiers.

Anyone know what type of raptor this is?

I have seen a bald eagle, couple of different hawks, Great Northern Owl, some other type of big ass owl, bats, pileated woodpeckers, Merlin falcon in my yard since 2019, never seen a raptor with the tracking leggings though. I have two female cats that are fucking ruthless killers but always look up when out in the yard, guess that is why they are still alive.
